Inspections and Evaluations

Mission

Inspections and Evaluations (IE) group conducts a variety of oversight activities that do not fit into the strict categorization of either an audit or an investigation.  In its overall mission, the majority of actions performed by IE fall into one of the following categories:

Snapshot Studies

These are evaluations that are usually short in duration and focus on a specific problem or issue.  They result in recommendations that can be immediately implemented to improve a process.  In most case, this will be followed by a report that will make additional recommendations addressing the broader systemic or process issues that may have led to the problem.

Compliance Reviews

These are evaluations that measure whether Amtrak, as a whole or a specific department within Amtrak, is in compliance with certain legislation, Congressional directive, or corporate policy.  The results are reported to Amtrak senior or executive management.

Efficiency and Effectiveness Studies

These are evaluations that assess Amtrak's performance in specific areas and make recommendations that will improve the efficiency and effectiveness of the effort in these areas.  These evaluations are usually process oriented and primarily focus on management actions and outcomes.

Technical Analyses

These are evaluations that utilize the expertise within the IE to perform as outside consultants.  As the office grows, specialized expertise in the IE will be utilized within Amtrak to provide an unbiased expert analysis that is currently being provided by outside consultants.

Organization and Staffing

IE is currently staffed with seven positions in Washington, DC and one in Wilmington, DC [see Organization Chart].
